Use it as the Plitvice base, not the destination; Croatia's real tourist life is coastal. Halal is very limited.
📍 On the ground
Getting around: The ZET tram network (15 lines) and buses cover the city well; a single time-based ticket runs about €0.95–1.33 depending on duration, a day ticket €4. The upper and lower towns themselves are easily walkable without a tram at all. Zagreb Airport (Pleso) is ~17km out: the dedicated Pleso Prijevoz shuttle (€8, ~40 min to the main bus station) or public bus 290 (~€1) is cheaper but less frequent. Bolt (roughly 10–15% cheaper) and Uber both operate, airport-to-center runs about €20–30.
Halal & prayer places: A real but limited presence compared to the coast. Zagreb Mosque (1987) is Croatia's largest Islamic facility, with a 51-metre minaret, serving a local Muslim community estimated at around 18,000, and its adjoining Islamic Center restaurant serves halal Bosnian and Turkish food. A handful of other halal spots exist downtown (e.g. Sarajevo 84, Istanbul Doner) but the count stays small — nowhere near the density of the Croatian coast or major European capitals.
