Local safety: The highest caution among this guide's cities — stick exclusively to Malecón 2000, Las Peñas and Samborondón by day under heavy security monitoring, and avoid any area outside this tourist track entirely. US State Department guidance specifically advises avoiding north of Av. Portete de Tarqui due to armed crime and extortion. Don't walk at night outside your hotel directly; use hotel taxis or Uber exclusively after dark.
